Should I Trim His Claws?
Merlin's are long too, personally I don't trim his at all, they use the hooks to hold on to the perch etc... I think only if they are very curled where it stops them from doing this.

Something Is Wrong With Lemon
How is Lemon today? Do keep Lemon covered on all three sides and keep her warm (temp should be above 75F), warm can amazing bring a budgie out of feeling down, it could be a number of things as said above we can't diagnosis Lemon but we can certainly give you advice on what do to before you get her to the avian vet.

Strange Molting-need Reasuring
I would let your bird go through his molt this is a stressful period of time, if you decide to get the other budgie you will need to quarantine for 30 days, please read over how to Introduce a New Bird in the FAQ and Quarantine in there too. All molts are different some are heavy where they loose a lot of their longer feathers as well as the little ones and others are lighter where they will just loose the downy ones. Everything sounds find to be honest and be prepared to see spikes on his head where the new feather grown comes in but the feather coating has not come off yet making it look like spikes.

Turtle
Hmmm he is cute but that is my first thought what Cloud said, I wouldn't be surprised if he is a wild turtle, they need a lot of needs or they can get really sick fast. Someone else such just like you could have picked him up and then put him back down and so it may be far where he is. Turtles can carry diseases so I would please becareful and wash your hands well.

Worried About Male Budgerigar's Cere
Recessive pieds such as my Pretty in my signature go through different darkness in their cere when they are in breeding condition, Pretty's used to get really pink when he was going through that "flirt" stage and wanted to breed. I don't breed my birds so when it passes you will see that the cere will lighten up in pink. As Liv said everything is normal :thankyou:

I am no expert but I would say she is probably moulting around her eye like that and it probably is more noticable because she is an ino other then that it could be mites.

Missing Feathers
as long as he is not plucking himself then I would yes assume it is a feather fault, budgies usually don't pluck but there is the rare occasion.
