I do believe they can give them medicine to help decrease the size but not eliminate, let us know what happens.

I would look into upgrading your cage is too small for 2 budgies, it really is too small for 1 budgie. They should be able to fly up and down and across and without hitting their wings, also it looks like you don't have much to keep them busy such as different toys, cuttlebones etc... Please do consider a larger cage, you can find good ones on e-bay, look for sales and if there is craiglist by you in your area.

she is beautiful, I figured there was something behind her name though lol, maybe you can change it to Natty now or something nice .

Budgie 1, you stated opaline, from what I see he doesn't look opaline to me at all. I would say he is a YF 1 Cobalt Violet he is very pretty reminds me of Merlin. Budgie 2 is a Yellow Face 2 Recessive Pied Mauve what blue unsure since I can't see her belly. I agree with Liv if she gets iris rings she would then be a Dominant Pied or Double Factor Dominant Pied.

Have you considered not getting him a girlfriend because breeding unwanted babies is not the solution but taking the measures of covering him extra for 2 weeks, around 12-14 hours, rearranging his cage, having him forage for food and treats to keep him mind active etc...

I named Merlin by his color because magicans wear dark blue clothes. I named Pretty because we just kept saying pretty bird and could never think of a name. You can also do a google for baby names and start there too.
