Yes your two are 'flirting' and starting a bond. What you told us about are the sign of courtship. I don't know if the shyness would affect the length it would take to bond fully, also I'm not sure there is a set time for that to happen. I had a pair of mine in a breeding cage for a month and they were bonding, but I stoped since the female started to moult. But about two weeks after that I saw them trying to mate. Just keep with them and make sure you are giving them heaps of fresh foods.

yah it's helping already I was thinking the lutino was the mother of this set not the mother of the farther. yep the male can stil be slipt, his farther or mother could have been slpit and in the making of him one given the recessive gene the other the normal, and so the normal would show over the other. Seems like this time around he gave the gene as well as the mother creating the little baby. can you tell me more about why do don't think you should have gotten a opaline male?

teh pied looks like a male, these one don't change to the blue when older but keep the pink/purle cere like a baby. As to geting more sky blues match him to a another blue.

How Do I Stop Them
There is no other way to stop budgies from breeding than to remove anything that looks like a suitable spot. If you are wanting the cockatiels to breed you will have do so where the budgies can't get to the box. Pictures would be great not only do we love seeing youngones grown we can help with age. I'm glad to hear the great diet you have them on a lot of owners think seed is all budgies need.
