banana's are okay so are grapes but use organic ones because just like strawberries they have thin skins and they can absorb the pesticides.

That is what I did, I converted Pretty to a bigger one first and let Merlin have the smaller one for quarantine and introduction process . Therefore, the established budgie was already comfortable you don't want him to have to get adjusted to a new cage and friend all on the same day.

Lovage, is rare in the US from my googling because I have never seen it before. This is what it is... Lovage is a herb of the carrot family, related to celery. The celery-like leaves, stalks and seeds all have a strong celery flavor, and the seeds are commonly called celery seeds. The leaves and stalks may be used in salads and stews, and young stems can be candied like those of Angelica. Oil obtained from the roots is used in liqueurs and perfumes. I am going to say it is "probably safe" but because it is part of the celery family and celery is not recommended because it can cause runny poos and doesn't have high food value I personally would not feed it. When it doubt though and you can't find an answer on google or at a reputable budgie site, don't feed.

There are few and far between but most pet shops don't have knowledgeable people working for them they are usually people who know nothing about birds.

I think you have a good plan and if you take your time you may find someone here on the boards who may even be willing to hand tame the baby for you . Unless I missed it which I could have you didn't say a boy or a girl, I would go with the same sex personally especially if you are not looking for any accidental egg incidents which can happen especially in budgies. My 2 boys adored each other and I have been having similar guilt as you with Merlin. Also the reason why Cosmo is so chatty when you come in the room is because he is really bonding with you and enjoying your company I know that Merlin does that a lot too .
