Hi Lovey. No the colour thing only has to do with shades. I can see blue but looking through a paint colour guide is not good. too many colours look the same. Rainbow he is the same colour as the top left bird in the header. The one with the santa hat. The two tail feathers are violet (i've been told, yes my wife) with black ends.

Should I Add Another Budgie?
You could have 4 birds in that cage. As for what type you should get...well thats up to you. I would go for a female.

Breeding Question
okay a few steps to take. Your young female is too young as Hath said she should be around 12 months Your old female is a bit too old. As she probibly hasn't breed yet. It is unwise to breed with her. If you are going to get a male, also get a femal around the same age 11 to 12 months old. If you get both new birds from the same cage they can be quarentined togeather. Quarentine for 30 to 45 days. Put in the aviary for 1 month to climatise Breeding on summer is more difficult but can be done. Keep the birds colol but don't use stong coolers. Budgies can withstand warm days and cool nights but not quick changes in temperatures. While you are waiting for the quarentine period and adjustment to go through you can read this site.
