Bare Eyes...
No budgie mutations I've ever heard of have that characteristic. It may be indicitive of some sort of illness or parasites like mites. I think, if it had been plucked in the nest there would be more baldness than just around the eyes. I don't think you should expose your other birds to it until you take it to a vet to see what's going on in case it's something transmittable.

Budgies On The Road!
What an awful thing.. but I'm really glad you were able to get there for at least 3 of them. I really can't think of any senario where the birds' owner would deserve to get them back.. unless they were stolen or something like that. I hope you'll keep us updated on their progress, etc. Good luck.
