I agree with everything Finnie has mentioned, Two weeks is really not along time for your budgie to bond well with you yet, it can take months, What you are doing is right, just keep doing what you are doing,

I'm very sorry for your loss. Its very hard to lose a beloved pet so suddenly like this. Was your budgie puffy at all? It could have been anything, If your budgie was suddenly startled it could have suffered a heart attack.
