Cage Big Enough For Two Budgies?
It is a good cage for 2. I personally do not like wooden dowels for perch's. I would just chuck them out and get rope perch's and have them with different sizes to help exercise the budgies feet. Also you can use natural branches too. Here is a link with some helpful information on setting up your cage for your feathered friends http://forums.budgiebreeders.asn.au/faqs/index.php?action=artikel&cat=10&id=132&artlang=en

Budgie Sits On Hand - Where To Now?
Yes it is good to be consistent and also patience helps out too, Have you tried putting millet seed or any other type of treat on the playstand? This could help him to learn that the playgym is a good place to go to, One thing i will mention about budgies and petting them or scratching their head. Most budgies do not like it but then there are some that proably do enjoy it.
