Your chicks will probably be all lutino because it is unlikely that the lutino cock is split for blue. The TCB mutation is sex-linked and dominant over ino so the albino hen won't have inherited the gene- Lacewings
To breed a lacewing from a cinnamon and and lutino will take 2 generations. First you must first produce a cock bird that is split for both mutations. Mate your lutino to a blue cinnamon, then choose a male chick from the clutch, it will be split to both mutations. Then mate this bird to a blue hen and you have about a 6.25% chance of getting a white lacewing- Identifying Colors
Your cock bird is an Type 2 yellow face sky blue opaline spangle clearflight pied (probably also has a violet factor) and your hen is a type 2 yellow face mauve spangle. They must both be split for dilute. The white and the cream chicks are double factor spangles. One of the chicks is a single factor spangle, one is a dilute clearflight spangle, one is an opaline clearflight pied and the other is a clearflight pied. This pair would be expected to produce about 25% double factor spangles, 50% single factor spangles and 25% non spangles. Half of the chicks will also inherit the clearflight. The female chicks will also be opaline and the yellow face will be inherited by about 50% as single factor and 25% as double factor- Members' Recessive Pieds

If neither budgie is split for the others mutation and the hen is not split for blue all the chicks would be normal green (unless the hen is a yellow face). If the hen is a yellow face then half blue and half yellow face blue. As it is rare for budgies not to be split for other mutations expect some surprises- What Would You Get..

Pairing a type 1 yellow face with a type 2 yellow face you would get 25% type 1, 25% type 2, 25% normal white face and 25% combinations of the two yellow face types. The combinations would look like type 2's because the type 2 would mask the type 1. The mutation would be masked not split. You would not get double factors of either type. The only way to tell which ones were combinations would be to mate them to a normal and see if they produced both types- My Budgies Color

Yes it could be clearwing as well as spangle. Greywing, cinnamon and clearwing all have this effect on a spangle but as the body colour is quite bright I'd say it was clearwing - Mutation Confirmation Please!
