From what I am reading I would say if the vet (avian) vet can not help the suffering of this poor bird that I would let it go to rainbow bridge. It doesn't sound very hopeful .

all budgies have different personalities I have heard that females can be more destructive then males in the realm of chewing and such.

Oh boy, I don't know the complete answer but I am so sorry to hear about this. First you have to see if she can found out what caused the dying babies. I know I have heard mega is almost impossible to get rid of because I believe it lays dorminant. Good luck

Where's The Blue?
When a cock cere turns brownish it can be a sign of testicular cancer per the avian vet I spoke to in person when I brought Merlin in for a check-up. A cock's cere doesn't turn brown if he is out of condition that would be a female only. I would be concerned and take him into an avian vet for a through check-up.

What Are They?
First one looks like a violet double factor dominant pied the second one you said is a yellow face because of the blue or he could be an olive bue he also looks like a dominant pied but from the front he looks recessive (Laughing out loud).

Odd Mark On Cere
The flakes are probably from him rubbing his beak on different objects. Merlin like to rub his beak and cere on the branches we have in his cage. As for the hole I can't see it very well maybe due to my old eyes or my old computer (Laughing out loud). So I will let someone else comment.

Single Female Laying Eggs
Yes females can lay without a mate. I am surprised that your vet (avian?) did not give her some type of injections to try and control the egg laying if nothing else worked. Robin (Phoebe) very commonly seems to acquire female birds that lay eggs but she did have a constant egg layer where they would give her Lupren Injections. A good breeder or pet shop clerk can 99% tell you the sex of a young budgie even if the cere has not yet changed. A young female budgie's cere is usually a whitish pale pink and may have large white nostril rings. A young male budgie's cere is a smooth bright pink may have small nasal rings or none at all. If you are still worried about that and you are open for an older bird you may want to consider an older bird where you can see the difference in the cere (there a couple of mutations that do not change to the blue in males). To obtain an older bird (and that is 4 months or older) you can look in your newspaper, rescue organizations, craigslist, petfinder etc... in your area. I personally went with 2 males because I was afriad of the egg laying issues. So if you do want a young bird above are some guidelines to help you sex them but again an experience eye can tell the difference. (yes there are some that will look one sex then end up being another but it is rare). Also if you post a picture of the bird's cere on here (before or even after you purchase) we will can usually tell you if you have a female or male.
