Obviously a dominant pied. Obviously golden faced. type 2 is a given. I would say sky blue, with the violet gene. I would also say opaline. So we have a

 

golden faced type 2, opaline dominant pied that is carrying the violet gene. Right?

But I agree with Michelle ... he's a tie-dyed budgie ... new strain & breed. You sure you didn't let a kid get a hold of him when they were playing with some acrylic paints ? What are you going to call him ? Joseph of the Amazing Technicolor Coat ?
