Well I finally made my hanging gym. I made it out of dead eucalypt branches, wire and thread. I washed it over with lemon juice and let it dry outside before I let my budgies on it and here is the fiunished project:

That looks really good, you did well! If you don't want any newspaper underneath, you can get a VERY large plant container bottom, put an inch or two, or three of dirt and then a inch or two of gravel which you can scoop for poop periodically and replace. I got this idea from a budgie book, I used to have a play center anchored in a large plant pot (with tons of dirt) and then an inch or so of gravel on top and arranged poles, branches and toys which worked out well but logistics prevent me from doing this anymore, I have to get something more portable. But the large plant container (holder) base idea would work for you and you won't have to be replacing and fighting with newspaper on a daily basis..
