Ever since I've had that Blue kid I've been wondering some things about his behavior (He's a grown boy afterall so I basically don't know much about him.)... For instance, when he eats he tends to roll and roll and roll a seed in his mouth until finally he seems to swallow it. He can do that for about 15 seconds to maybe even a minute!

 

Is that normal? I've never see a budgie do that before.

yes they are hulling their seed, meaning they are getting the shell covering off and then eating the seed.
