What is a pure lutino looking budgie called, but the only difference is it has black eyes,

so what is that kind of budgie called? a black eyed lutino? or what

either a dark eyed clear or a double factor spangle, the spangle will get the iris rings and the dark eyed clear no iris rings.

Yes that's right. The difference is that a lutino has no melanin or pigment on its body so it only has the base colour, this is also why their eyes are red, as the choroid layer (the black layer) in the eye is not there because the melanin/pigment is needed to make it. A Double factor spangle has all its pigment as it has black eyes a dark eyed clear does not lack pirgment. It is actually a cross between a clearflight pied and a recessive pied.
