I took this video a few days back. I have been trying to teach him to say hello and I believe around the 28 second mark he says it! Make sure you have your volume on. He loves to make all kinds of noises.

i recon that was definitely a hello! I've been teaching Casper to say hello too... he can wolf whistle, and every now and then says the first bit of "wotcher doin?"

 

Isn't it funny how budgies all mutter slightly differently? Your's has a really pretty budgie language of his own! Mine sounds like a flock of lorikeets when he's doing his budgie muttering cos he spends so much time outside on the table (in his cage of course!) and we have so many lorikeets in our yard. It's amazing how he can sound like a whole heap of them at once! Sometimes i wish we had lovely singing birds in our yard though, so he'd sound like them... ah well...
