Is Franklin A Bird Or A Bloke?
The cere on Franklen reminds me of Pretty when I got him it has the white nasal rings very much like a female but the cere was smooth and rounded more like a male. Pretty ended up being a male recessive pied like your Franklin. How old is Franklin now?

Budgie Cant Use Legs
If this just started like everyone said I wouldn't wait much longer but get her to the avian vet as soon as possible, if you don't know where your closest avian vet is we do have a look-up in the FAQ section. Whenever a bird starts acting strange is is very likely due to a health condition and should be looked at by an avian vet.

Case Study: Itchy Eye
this is very interesting because we just had an itchy eye on here and I have seen it before, we assume it is mites at first but I think the best thing we can do here on the boards is suggest they go to an avian vet because it could be an underlying reason as you just showed.

Buying A New Budgie
In our FAQ section we have pictures under Sexing Your Budgies, if and probably so your budgie is young the cere will be pink in both males and females the intensity of the pink can be an indicator of a male along with nasal rings. At this point you are going to have to trust the breeder/pet shop and hope for the best .

Budgie For Kids Pet
Co-habitation consists of you being the pack leader and setting the expections. We have 3 cats and because Merlin is in a good sturdy cage there is no risk. My husky is not around Merlin and my other dog is indifferent. They are never around when he is out flying around because he would be a snack. Cats have instincts that are very strong (yes I have seen pics of cats and birds very scary unless the bird is bigger then the cat), dogs are unpredictable they may leave the bird alone while in the cage but when they are fluttering around it does drive up instincts especially if they are of th hunting or working variety.

I agree with Hurdy, it is Yellow Face Type 2 which means the yellow will bleed into her chest and throughout her body it may strengthen as she molts and in some cases a blue bird can looks almost complete green.

Lost Flight Feathers ?
Budgies generally go through a molt every 3-4 months and the knocking over of the cage could have been the cause but I am assuming she is probably going to start going through a molt where she will loose old feathers and new ones will grow in. You can see it on the top of their heads it looks like black specks scattered those are pin feathers and when the black covering will fall off and the bird will have a beautiful new feather under it. Do you have any pictures of your bird? or how old your budgie is? Welcome to the forums

Do you have photos you can share , because if the box even if she is settling down now during the raising of the chicks is cruicial so she doesn't abandon them. We can't always speculate why hens or cocks abandon a nest but giving them nearly perfect conditions is important.
