my male budgie has some flaky whit thing on his cere? is these a disease or its just normal? he doesnt have a partner yet coz my female lutino is not yet matured.

It sounds like scaly beak mite, on the topic about blood round cere I've explained that if you take your budgie to the vet they will give it something to stop the mites and hopefully your budgie will be back to normal soon...

A picture would help, but if it is not very big, more like a flake of skin, he could have just skinned his cere on something. We can't really tell something like this without a picture.
