i have just noticed today that my budgie has got a puffed up neck( like an air sack, under to the side of his neck) his feathers are parted a little and i can see his skin whitch is a dark colour.

At first i thought it was because he was talking but now im getting worried as it has not gone down, does anyone know what this is or should i take him to the vets?

I would definitely suggest a talk to the vet,could be a little lump of some kind? Or maybe an injury?
