When does a baby lose his "head bars"?

Hello - thi is my first posting on this forum so please forgive me if this has been answered before.

 

I bought a young budgie with the bars still on his head and his baby necklace to ensure I had a young bird. Then a few months later I bought and introduced a friend for him and they get on famously.

 

Scruff (I have had her for at least 3 months now) has gone through her first moult and is looking larger and more adult than Phil. Phil I have had for about 6 months now and seems not to have grown that much and just sits about all day while Scruff enthusiastically bombs about the cage.

 

Phil eats, sleeps and looks bored stiff.

 

I know he is male and this is quite normal in human society for the male to watch the female tidying and preparing the food (ouch don't you all hit me at once) but has anyone got any ideas why he seems so "backward"

Its probably just his personality he may not be as social as most budgie are

I would say personality too. Just like humans, some budgies are quieter than others.

But should he not have moulted through his feathers?
