25 X 25 Mesh Too Big?

I am planning to build two new split suspended moveable cages (aviaries). Would budgies escape through 25 x 25 mm mesh?

Yes. You want 1/2" (12mm) squares or smaller. Even smaller if you want to keep mice out.
