I live in the Sacramento, CA region and I am looking for a hand raised parakeet. I am not as concerned about color as I am sex. I would prefer to have a male. I know when they are young that is hard to tell, so if a little older that is fine.

Hi Tony, I hope you get your new budgie friend. As far as sexing goes, any experienced person can sex them at that age so try and go with an experienced breeder. Most pet shops get sexing wrong. Young male budgies have a bright pink to pinky purple cere. Any white on the cere is usually female including if the white is with blue.
