Is it safe to make toys out of bottle tops (from wine bottles) for my budgie?

I would say no, I don't know what metal that they're made from but I'm fairly sure that it's steel, but I still say no because they are sharp (I'm pretty sure) so, no, I would say stick to plastic bottle caps
