You need to get a clear picture of its cere (above the beak where the nostrals are) in good light.

Can you please take another photo, face on which shows Paco's Cere (the area above his beak), the members on here will then be able to advise you on the sex of your budgie. The photo should be done without using a flash on your camera.

To sex a budgie the cere is the most important photo you can provide. Your photo show a cage bar right across the cere. Another point to make is you dont use a flash on your camera when you take a clear cere photo. Natural daylight conditions please :nest:
