From reading the FAQ I believe that Ray and Joan have bonded. Ray is going through his first moult.

Is it normal for him to very vocal? He chatters away and then in the afternoon it sounds as though he is cranky at Joan.

Being very vocal is a good sign. When the birds feel threatened, they go quiet, so his willingness to sit there and chatter away is a good thing.
