sometimes my Budgie, Puffin will just sit on the perch closest to me and just stare at me making little random noises... sort of a 'garbling' soft noise. especially if i'm not paying much attention to her, like if i'm on the computer or something.

 

She doesn't look alarmed or anything, it just seems a little weird but totally cute.

 

is this normal?

Very normal... I'd say she loves you and is chatting to you in her own bird language. A great sign for your future bond too!
