Being Naughty Or Just Moulting? Running Away?

Hi! I have two budgerigars, Flappy and Tweety. Flappy :D is going through a moutling stage and I'm not sure if he is moutling because he has feathers that look like sticks on his head. So I'm pretty sure he just moutling, but i want to find out a way to stop him nibbling, because sometimes it's just soft nibbling but sometimes it can hurt! I hav not been reacting to the biting in hope that he will stop. But it hasn't been working.

Also, my other budgerigar-Tweety B) -she keeps on running away from me everytime i try and get her to go on my finger. I just can't seem to get her to trust me. Please help with Flappy and Tweety!!

For the nibbling, maybe try wearing thin gloves? Then he'll get bored.

Yes, he is going through a molt. The feathers that look like sticks on his head are called pin feathers. I would continue to ignore the biting. When budgies go through a molt they will usually become cranky.
