Baby Will Not Leave Nest

One of my baby budgies is 5 weeks old and for the last couple of days she has taken to perching on the nestbox opening. She even sits there sleeping but will not go out of the box. The mum has to push passed her to get into the box to feed the other babies.Should i encourage her to go out of the box or just leave her to do it herself?

If she is 5 weeks old I woulod put her in a icecream tub on the floor of the breeder cage, with rolled oats and seed as bedding.......and a drinker inside the cage at floor level :(
