just another question,

 

because I hear that it is not a good idea to start breeding budgies under the age of one, does that mean that you cannot purchase a young male and female and put them together if you buy them from the same place, because they will breed wether you want them to or not? or can you put a cock and hen under the age of one together if bought from the same place?

Yes they can be caged together but make sure there is no nestbox and no large food dishes that can be seen as nesting sites.
