My budgie Olimar has a strange but sort of funny foot fetish. He is mezmorised by feet he is forever cleaning his feet and if my tame budgie Oushi is out flying and lands on Olimar's cage he'll start licking Oushi's feet and Oushi get quite offended by it, and moves his foot but Oli will follow it and continue to lick Oushi's feet.

 

Oli has always been like this with feet when he was in the nest and fledging he played with his siblings and mothers feet. He even sometimes lifted there feet off the perch and held it in his mouth untill whom evers foot he picked up pulls away.

 

He also if you wiggle your toes on the floor he'll climb lower down in his cage and stare at your feet.

I never heard anything like it maybe he is looking for somthing.???????????????
