I have a budgie which I bought back in 2000 [so it'd be around 9 now], is just a pet. I've always wondered what it's colour is classed as and also what gender [i've always called it a 'him' due to the actions he does]. His name is Dilkara or Dil for short

To me it looks like a yellowface blue pied, recessive.

If he is 9 then he is definitly a cock.

I really don't know- but breeding takes its toll on the hens.

Yes of course hens live to be 9 as well I have had many live well into their teens.

He is definently a cock because his a recessive pied and his cere (nostrils) are pink and smooth, and if it was an adult hen the cere would look very different.
