Duke is the green spangle, Skipper is the blue recessive pied... what do you think?

i got them about 6 months ago, owner claimed the budgies were 11 weeks at the time, but i think skipper might be a little older :question:

Are you sure Skipper is a recessive pied? With the strong banding like that looks more dom pied but I could be wrong, do you have a better picture?
