they look like split rings so you can put them on at any time I believe... as for whether or not they are a good size for budgies... thats the joy of ebay, never really sure if its what it says it is :D

Split rings can go on at any time. Closed budgie club rings have to go on at 5-7 days so too late for that type. Why would you need to put rings on now Jodie ?
