If a budgie is more than a year or so can you still teach them to talk or can you only teach a bird to talk between a certain age?

Also..

Can female budgies talk, I know that males are easier to train to talk but is it possible to teach a female budgie to talk?

I don't know for sure, but I think a male can learn to talk at almost any age as long as it's repeated to them often enough. Can take a while.

 

Females may never learn, but occasionally can.

I wonder why that is... do males make different noises to females?

males are more verbal because of courting so because of this they mimic noises better.
