If he a pied? More pictures of the rest of his body would be nice.

The even ness of colour suggests cock to me. The fact that it is pied means it won't develop the blue colouring of a normal cock.

He is a Male recessive pied

I agree and the KEY is recessive pied...there are other pieds that do develope iris rings.

I think this budgie is a boy because I have one he is an lutino (red eyes) .He has the same colour on his beek as your budgie however girls can be pink to.
