Yes you need to be a member of a club if you want to show budgies.

Show budgie shown need club rings that you can only get from being a member of a club

I believe the boxes are also bought from the club

Yes as Liv says you have to be a club member and have budgies to show that have legrings on. The show cages are generally in short supply everywhere, but often some other members in the club may have some for sale or you will have to buy the kits, put them together and paint them as per strict guidelines for show cages.
