I remove the newspaper every other day because I only have Merlin and it doesn't get that dirty. I only clean the grate when I do a through cage cleaning which is once a month. (and it isn't really dirty but do it with maintaince).

 

My suggestion would not work if you have a chewing newspaper budgie BUT it is actually a good thing for them to have fun with shredding paper it is a good enrichment tool. So unless it is completely destroyed a little bit of chewing on the paper is okay.

You really have to watch some birds, I notice Harley chewing it and thought that was okay and then I noticed that he was a little bloated so I took him to the vet, they kept him over night and told me the next day that they thought he had eaten the paper *sighs* sometimes they just don't know what is good for them.

 

Also if you have to use the grate then a tooth brush I have found is great to clean it with.

I change the paper out as it gets dirty (which is too often with three budgies in there, hehe) and wipe the whole cage down when i change toys and perches around which is once every 2-4 weeks depending on how lazy i've been. :D
