hi my name is ivan first time on. our budgie oscars cere is lifting from his beak curling upwards a freind sais its normal, im not sure i have no photo yet. he still looks healthy but chewing on his toys a lot. thanks

A couple of possibilities it could be

1. scaly face ....................here is a link for our FAQ topic on that

and 2. are you sure its a boy ? As a hens cere when it is crusty will peel away when the bird is out of condition.

 

Photos will help us to help you, but in the meantime read the link I gave you and maybe we can work it out. :)
