Can budgies pretty much start a moult at anytime? I have two that have started to really drop their tail and flight feathers.

yep, you live in the same climate I do so they don't feel the cold and hot like wild budgies they are in the house at usually a consistent tempature. I live in Ohio, and Merlin just finished molting.

:D Budgies can moult at any time and if you have several, chances are they WON'T all moult at the same time! :D

I've never seen a budgie moult too badly, so here is a picture of a budgie I may be getting... is this a bad case of a moult or do you think she may be sick?

Hard to tell from a photo. But if budgie is fluffed up ever so slightly, it could be a sign. Although remember you can always quarantine for 1mth and get him/her fixed up at vet. Most things are curable. But just be carefully re infecting your other birdies!
