I would say that Jingles is a boy. I might be wrong, but here are my reasons anyway.

I just got a budgie with a cere that was exactly the same color as Jingles' and I thought it was a girl. Then I put a picture on here and somebody (I don't remember who) told me he was a boy. I kept watching him to see if it changed. Then it started getting darker and more purple/blue. So the person who thought he was a boy was right.

So like I said, I might be wrong. But I'm pretty sure about it.

Yes I would lean towards a boy as well.

Pretty's cere was very similar and he is a boy :), that is my vote.

He is very handsome.
