I'm not an expert but it looks recessive to me. Does it have iris rings?

How old is the bird? If it a DF pied then it will get an iris ring and the cere on the male will turn blue, a hen the cere will be tan and will have an iris ring.

 

I remember Nerwen saying that the pattern of the DF seem to be more evenly layed out then the recessive so you could have a DF, but again what is the age of the bird?
