my budgie is molting and his neck rings have fallen

is that a usuall mold is there soemthing wrong

Shant, do you mean their spots? That is normal. If they are going through a full molt, they will eventually replace all their feathers. The spots will grow back in a few weeks.

Well, technically they are called the necklace, but if you mean the three black spots on each side of the throat then yes, lots of people just call them spots. Or are you talking about something else?

the same ones around the neck and is it true that english parakeets get more spots around the neck?

Some do, some don't. I don't think you can generalize that English budgies always have more spots. Unfortunately it is considered a fault to have more than 3 per side, and I do see a lot of birds with loads of spots.
