I am a newbie here.

My daughter has a budgie that at the moment is suffering from scaly face, we are currently treating him with some medicine. But he is also growing white feathers, he was a green bird. The feathers are now up to his chest. His back, head and wings are still green but it does look like he moulting. I thought that he would just regrow the same colour feathers. This is the first time we have had a budgie so we are really in the dark.

Can anyone help us.

any chance of a picture so we can understand better? Is it large patches of white or scattered?

You might be seeing the white down feathers poking through. Normally you don't see them, but they will sometimes become visible during a molt. And those feathers will molt out also, so you could be seeing them before the bird plucks them out. He should regrow green feathers.
