I think that this bird is not just dominant pied. He is a combination of two pied types. As he is showing iris ring I think he is dominant pied and clearflight pied

Sounds like you haven't done much research on breeding budgies. Seventeen or eighteen days is normal incubation time. The eggs will hatch in the order they were laid at about two day intervals. The second hen may not have started to incubate her eggs for a few days after she laid them so her chicks will start hatching later It is usually safe to foster eggs or young chicks to another nest at a similar stage

The green is a dark green opaline recessive pied. The pictures are not clear enough to tell if the cere is pink or brown, but if it's pink it is male The blue is a sky blue opaline dominant pied female- Genetic's Help.
I have a lutino hen that is masking yellow face, spangle, dominant pied and opaline I've heard of a budgie having 7 mutations but when they have a lot it is difficult to detect some of them.- Double Dom Pied Or Single Dom?
I have bred plenty of spangle dominant pieds and I do not believe that chick is one- Double Dom Pied Or Single Dom?
The cock is clearly not a double factor spangle because if he was the chick would be spangle which it is not. The cock looks like a spangle dominant pied and the chick is double factor dominant pied. Double factor spangles can mask other mutations in the same way as inos mask them but if a double factor spangle was masking a mutation you wouldn't be able to see the mutation- Lutino X Lutino = Yf Blue?
It doesn't matter what mutations the lutino's were masking they could not produce a normal chick. If a pair of lutinos were both split for blue and one was masking yellow face you could only get lutinos, albinos and yellow face albinos. The chick you remember must have had at least one different parent or one of your yellow birds was not a lutino- New Bird Boy Or Girl Please ?

I've never had a cock bird behave like this but removing him & the chicks was your only option. He'll probably look after the chicks in the nursery. There is a good chance that all the second clutch will be fertilised so if he was mine I wouldn't put him back with the hen. Also I wouldn't have left a damaged egg in the nest because it might encourage egg eating- Lip's (rip) Chicks
