okay i have been looking at photos here and most of them have soft pink looking legs, my budgie has rough whitish legs that looks like hard skin....

 

 

is this a problem or not?

can you get a better picture of his legs?

he has always had legs and feet like this even as a baby.

well its probly just me (Laughing out loud) my bird has dark tanned legs with black toes witch is common markings

They do look a bit too flakey for normal, scaly mite came to mind but you said he has had this all his life and for that length of thime scaly mite would have travel to his face and gotten worse. Eterri might have a better idea. I would add though if it is worring you a trip to an avian vet might help sort the problem out. Even just to have peace of mind.

its not worrying me, he is lively and happy and doesnt seem in pain i was just making sure that he wasnt like in destress

Looks like very dry skin to me. How often does he preen his feet?

i see him alot likr runnin ghis toes through his mouth, im not sure how ofter but at least a couple times a week
