That's great, better than the one the vet made for my lovebird, I have since got her one from the US

that she can't eventually chew to bits, actually I have quite a collection of them. Rather than the inverted direction of your budgie's collar, she has always preferred it to be cone shaped, she went totally crazy when we once tried it that way.
