Colour of budgie legs are more to do with the variety of the bird rather than the sex. And as Shannon says leg ring colours are dependant on year (unless they are non ANBC rings of course, then they could mean anything). Link to comment

Ino's, Recessive pied and others types that remove pigment from the bird have pink legs, other 'normal' types have the blue tone.
