I thought my budgie had cere hypertrophy however when I cut the growth down it looks like a fungal infection??

Hi Moony, While looking for answers on a similar issue my budgie has with her cere, it looks like Scaly face mite? Although I'm not 100% sure. My budgie had a similar issue which continued to grow (photos attached). I have just cut off the growth but am concerned whether this is a fungal infection. If anyone has any advise/answers it would be much appreciated.
