Hemp seeds should be fine. The seeds you buy in the shops don't contain THC. The varietals for the food market are not psychoactive. The psycoactive types (sativa and Indica mainly) grow heads, where the seeds grow, The THC is mainly in the sticky resin that coats the heads and leaves.

In my yard and around the neighbourhood are various types of grasses that seed regularly. My budgies love it when I forage that and place it in their flight cage. As soon as I arrive they wait for it. They like to chew the stalks as well as the seeding heads.
